Can an individual sign up, or is Foundation 50 only for crews?

Individuals can sign up. Foundation 50 isn’t crew-only — independent safety consultants, foremen running their own books, single-seat learners pursuing OSHA Outreach training, and self-employed contractors are all welcome to claim a Charter seat. Each signup counts as one of the fifty.
